Job Description
Pardus Acquisition Consultants (ACs) are full-time employees that work in multi-faceted teams to provide acquisition expertise to multiple Government customers. Our team concept consists of small Pardus pods that foster collaboration and comradery. As an AC you will be placed into a Pardus pod where you will have the autonomy to work independently yet, at the same time, have opportunities for on-the-job shadowing, mentoring; along with consistent back-up so that your acquisition efforts are provided optimal support. The AC team is co-located with our customers in order to provide hands-on facilitation of the source selection process. Each AC is responsible for assisting Government teams as they navigate the entire acquisition lifecycle. ACs provide guidance on acquisition planning, market research, Request for Proposal (RFP) development, and source selection. Acquisition teams rely on their AC to ensure they are meeting the latest acquisition policies and directives to include working within the bounds of the Federal Acquisition Regulation, NRO Acquisition Manual, and Defense Federal Acquisition Regulation. ACs must be comfortable with leading and facilitating teams. ACs may be assigned up to 15 efforts at any time; therefore, successful time management and the ability to balance competing requirements are essential. ACs also must have excellent interpersonal communication and customer relationship skills.
ACs daily work activities include the following:
• Provide full spectrum of acquisition support primarily for competitive acquisitions but also for some sole source acquisitions
• Assist teams in structuring acquisition strategies and obtaining acquisition approval via formal and informal acquisition boards
• Work collaboratively with teams responsible for developing scope and content of RFP packages to include the Statement of Work (SOW), Section M (evaluation factors), and Section L (proposal instructions)
• Advise acquisition teams on required content and elements of solicitation packages
• Facilitate source selection process in accordance with acquisition regulations and defined source selection plans. Tasks will include configuring tools used in evaluation, providing daily guidance on process, facilitating consensus on evaluation results for each offeror, reviewing evaluation reports; and supporting the best value decision and debriefing presentations
• Manage customized web pages using the Government’s Acquisition Research Center (ARC) website to publicize acquisition efforts
• Facilitate industry engagement activities such as Industry Day coordination, posting announcements and solicitations; and configuring market surveys
• Provide support for protests, source selection inquiries, and audit requests
• Occasional support to the training team by delivering instructor-led training
• Provide Just-in-Time (JIT) training for acquisition teams and source selection authorities
Requirements
Required skills for the Acquisition Consultant position are as follows:
• Prior experience with one or more phases of the acquisition lifecycle
• Ability to quickly adapt to role and make contributions immediately. Expect to be assigned efforts within 30 days of employment
• Knowledge of competitive acquisition processes
• Knowledge of contract types, incentive types, and acquisition methods to include Broad Agency Announcements (BAA)
• Expert knowledge of the FAR, NAM, and/or DoD acquisition documentation
• Excellent interpersonal skills and strong oral and written communication skills
• Ability to be an independent contributor yet work well on a team
• Candidate must possess a security clearance at the TS/SCI level with a CI polygraph
Desired skills include the following:
• Knowledge of IC acquisition processes and constraints
• Familiarity with contract management processes
• Knowledge of NRO acquisition processes and the NAM
• Experience with Other Transactions (OTs) and commercial contracting
• Prior contract management or program management experience
